The custom platform developed for AAA has dramatically improved data accuracy and reporting by enabling field staff to update water meter information in real-time, streamlining administrative tasks, and ensuring secure, role-based access to sensitive data.
The Story
The Puerto Rico Aqueduct and Sewer Authority (AAA) ensures that water services across the island operate efficiently and accurately. As the agency evolved, so did the need for modern systems to manage the growing volume of customer data, infrastructure information, and regulatory reporting requirements. AAA recognized that to continue fulfilling its public mission effectively, it needed to move beyond outdated processes and implement a digital solution to support better decision-making and service delivery.
The Problem
AAA was facing serious data integrity issues. Outdated systems and manual processes had led to a significant gap in their database. During an internal audit, the agency discovered that many water meters were not even registered or were transmitting incorrect data. This lack of accuracy made it impossible to produce reliable consumption reports for the government, track water usage properly, or identify equipment in need of repair or replacement. Furthermore, inefficient workflows burdened staff, who had to manually verify records in the field and reconcile errors after the fact.
The Results
INVID responded by developing a fully integrated, custom digital platform that transformed AAA’s data collection and reporting processes from the ground up. The solution was built using .NET technologies and C#, ensuring stability and performance across web and mobile interfaces. A centralized SQL Server database was used to securely store and manage all information, from citizen profiles and physical addresses to detailed water meter records.
To empower field workers, we developed a mobile tablet application that allowed employees to input data directly from site visits, including capturing images and updating meter statuses in real-time. This data was immediately synchronized with AAA’s central database, eliminating delays and reducing the risk of error. The system featured user-specific profiles with role-based access, ensuring that only authorized personnel could view or modify sensitive information.
Due to this digital solution, AAA launched the “Mega Census” project, a large-scale initiative to verify and update every water meter across Puerto Rico. Field teams used the tablet application to collect and submit data on-site, streamlining what was once a time-consuming and error-prone process. Simultaneously, we delivered a web-based administrative portal where managers could assign field routes, track team productivity, monitor errors in the field, and generate comprehensive Excel-based reports—all while keeping the agency’s database updated in real-time. This integrated approach provided AAA with a scalable, secure, and user-friendly solution that improved internal operations and strengthened its accountability and public trust.
